REVISION 2 OF POLICY AND GUIDANCE DIRECTIVE 9-11, TECHNICAL ASSISTANCE REQUESTS RELATED TO MATERIAL LICENSEES (FORMERLY PGD 93-2, FC 84-5, and FC 90-7)

The attached revised Policy and Guidance Directive (PGD) provides the procedures for submitting and responding to Technical Assistance Requests (TARS) related to rnaterial and fuel cycle licensees, including ihose related to misadministrations; sealed source and device evaluations; and issues involving the transportation, storage, and disposal of radioactive i material. This directive supersedes PGD 93-2, "Techriical Assistance Requests Related to Materials Licensees;" FC 84-5, Revision 4, " Source and Device Evaluation Technical Assistance Request;"'and FC 90-7, Revision 1 " Interpretations of the Medical Misadminist Mion Rule l (10 CFR Sections 35 2 and 35.33)." All requests for technical assistance from any division in the Office of Nuclear Material Safety and Safeguards (NMSS) should be sent to the Director, Division of Ir.dustrial and Medical Nuclear Safety (IMNS) for tracking and transfer to the appropriate NMSS division for resolution. Those TARS in which fees are assessed for full cost recovery will be handled on a cace-by-case basis by the cognizant supporting division.

The directive has been revised to add more guidance on the regional preparation and Headquarters processing of NMSS related TARS. Some of the major revisions include: a new requirement for the headquarters reviewer to perform a completeness review of the incoming TAR package to ensure that the necessary supporting documents are provided; the Director, Office of Enforcement should be on concurrence for all TARS involving enforcement related issues or potential violations; event or incident related TAR responses should include the Nuclear Materials Events Database (NMED) item number; prior to submitting a TAR, a search of the TAR Database to identify any TARS that have addressed similar issues; and submittal of TARS by the Regional Director, Division of Nuclear Materials Safety.

Attachment 3 of the PGD," Request for a Sealed Source and Device Evaluation"(NRC FORM 567), is being revised to reflect the correct mailing address of completed forms. The current mail stop cn the form, OWFN 6-H3, should be replaced with TWFN 8-F5. r j
