Performance Appraisal Radiological Environmental Monitoring Program

-On June 10 11, 1997, a representative of the U.S. Nuclear Regulatory Commission met with representatives of the Commonwealth of Virginia's Radiological. Health Program Office and Division of Consolidated Laboratory Services to review activities performed pursuant to Cooperative Agreement No.

29 83 623. The cooperative agreement established a collaborative program for inde3endent measurements of radioactivity and radiation levels in the environs of-tie following NRC licensed facilities:

Babcock and Wilcox, Naval Nuclear Fuel Division, Lynchburg, VA North Anna Nuclear Power Station Mineral, VA i Surry. Nuclear Power Station, Surry, VA

Overall Proaram Status The appraisal' consisted of a discussion of program implementation with State i representatives, a tour of the mobile and fixed laboratory facilities and a review of the 1996 annual report. Implementation of the environmental monitoring program was a coordinated effort between two departments. The Radiological Health Program Office collected the environmental samples, -

performed tritium analyses in the mobile laboratory, and compiled the annual program report. The Division of Consolidated Laboratory Services performed all other analyses of the collected environmental samples. The Commonwealth of Virginia had fulfilled the provisions of the cooperative agreement with respect to collection and analysis of environmental samples. However, one

minor omission from the 1996 annual report was noted, i.e, the re) ort did not include tritium analyses in the summary of the.results from the E)A cross-check samples.

Staffina The program office and laboratory have maintained adequate staffing for administering the environmental monitoring program, collecting and analyzing the samples and documenting program results in the annual report in accordance with the cooperative agreement. Management support for the monitoring program has continued at a level sufficient to provide and retain experienced personnel and to adequately conduct the monitoring program 1n a manner l consistent with provisions of the accord.

I .Trainina The laboratory staff had recently received training on gamma spectrometry system operations. The training was conducted by:the manufacturer of the

icboratory's gamma spectrometry ecuipment. The training and education level of the laboratory personnel was acequate for program requirements.

, facilitiesandEouioment The analytical equipment used in the laboratory for the environmental monitoring program included the following: a gamma spectrometry system with a.

germanium detector-for radionuclide concentrations in various types of  ;

environmental media, a gamma spectrometry system with a sodium iodide detector i for radiciodines in charcoal cartridges, gas flow proportional counters for gross alpha and gross beta activity on particulate filters and in water samples, and low background beta counters for strontium 89-& 90 in milk. The mobile laboratory's analytical equipment included a liquid scintillation counter for analysis of tritium concentrations in water and a gamma spectrometry system with a germanium detector for radionuclide concentrations in various. types of environmental media. During tours of the laboratories the NRC representative reviewed control charts used to monitor the performance of the above analytical instruments. Those charts indicated that during 1996 and year to date.1997, the instruments were' generally operating at their established level of control. The laboratory had adequate work area and was well maintained.

Performance The annual report of 1996 program data was submitted within the time prescribed in the cooperative agreement and, except for the minor omission noted above, included the required program results. The compilation of the State's and the NRC licensee's analytical results indicated that the monitoring program, as implemented, was consistent with the sampling alan delineated in the cooperative agreement. Those data also indicated tlat the measured activity concentrations were consistent between split or. duplicate samples analyzed by the State and the NRC licensees. The annual re) ort included a tabulation of the Lower Limits of Detection (LLDs) for tie analytical methods used by the State laboratories. Those LLDs met the detection capabilities. specified in the cooperative agreement. The annual re> ort also included a summary of the results from the Consolidated La) oratory's participation in the EPA's analytical cross check program. The laboratory performed a total of 46 analyses on 15 samples of various environmental media and the laboratory's analytical results were within the  :

EPA's control limits. That level of performance indicated that the ,

laboratory's quality assurance program was effective. l 1

The Commonwealth of Virginia's radiological environmental monitoring program 4 was reviewed against the criteria established by the NRC and overall I performance was determined to be good. Based on the review of the annual report and the onsite appraisal, previous of the contract have been met. 1 1
