Dear Mr. Reyes:

Enclosed is a copy of the final exercise report for the November 6,1996, full-participation plume i exposure pathway exercise of the offsite radiological emergency response plans site-specific to the  !

Sequoyah Nuclear Power Plant. This report addresses the evaluation of the plans and preparedness

for the State of Tennessee and the counties within the 10-mile Emergency Planning Zone. The~

State of Tennessee, the risk counties of Bradley, and Hamilton, and host counties of Meigs and Rhea, participated in the exercise. The final exercise report was prepared by the Federal r Emergency Management Agency Region IV (FEMA) staff. Copies of this report will be forwarded to the State of Tennessee, FEMA Headquarters, and NRC Headquarters by my staff. 1 4

There were no Deficiencies identified during the exercise. There were, however, four Areas  ;

Requiring Corrective Action (ARCAs) identified during this exercise Region IV staff will '

coordinate with the State of Tennessee to correct the ARCAs on or before the next biennial -

exer 6se.

Based on the results of the November 6,1996, exercise, the offsite radiological emergency response plans and preparedness for the State of Tennessee and the affected localjurisdictions site-specific to the Sequoyah Nuclear Power Plant can be implemented and are adequate to provide reasonable

. assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. The Title 44 CFR, Part 350, approval of

, the offsite radiological emergency response plans and preparedness for the State of Tennessee l offsite radiological emergency response plans and preparedness site-specific to the Sequoyah Nuclear Power Plant, granted on August 7,1980, will remain in effect.
