Dear Mr. Connell:

l On March 6,1997, the NRC staff completed the semiannual Plant Performance Review l (PPR) of the Clinton Power Station (CPS). The staff conducts these reviews for all l operating nuclear power plants to develop an integrated understanding of safety

! performance. The results are used by NRC inanagement for planning and allocation of

. inspection resources. The PPR for CPS involved the participation of all technical divisions 2

and NRR in evaluating inspection results and safety performance information for the period of October 1996 through March 1997. PPRs provide NRC management with a current summary of licensee performance and serve as inputs to the NRC Systematic Assessment i

of Licensee Performance (SALP) and senior management meeting reviews.

l Following the last Senior Management Meeting held January 14-15,1997, you were sent a letter on January 27,1997, informing you of the NRC's concerns with the recent decline i in performance at CPS. In our March 13,1997, letter issued after the previous PPR, we, described the formation of a Clinton oversight panel and the development of an Oversight Plan. These actions were taken to assure close NRC oversight of your actions to address performance issues. During the most recent PPR assessment period, CPS implemented several material condition improvements and actions to address plant performance issues.

l The oversight panel will continue its review of your staff's preparations for CPS restart.

Our specialist inspections scheduled for the next six months are shown on the attached  !

inspection plan. Resident and Region-based project engineer inspections are not listed on l the schedule due to their ongoing and continuous nature. In addition, we plan to evaluate j

, your actions pursuant to the commitments in CAL Rill-96-013 and CAL Rill-97-OO1, and j this may involve inspection activities in addition to those indicated.
