Illinois Power's (IP's) Updated Commitment to Generic Letter 83-28, "Reauired Actions Based on Generic Implications of Salem ATWS Events"

Dear Madam or Sir:

The purpose of this letter is to provide the NRC with an update regarding IP's implementation of Generic Letter (GL) 83-28 at Clinton Power Station (CPS).

Specifically, section 2.2.2 which requests that vendor interface programs, " include

' periodic communication with vendors to assure that all applicable information has been received." IP committed on June 9,1988, in U-601206, et. al., to annual vendor communications. This commitment is being changed for safety related equipment other than the Nuclear Steam Supply System (NSSS) supplier General Electric who will continue to be contacted annually. The annual communication for others will be changed to triennial (every three years) for the following reasons:

The type and frequency of vendor information received validates the adequacy of a three-year periodicity for vendor contact and meets the GL requirements of,

" periodic conununication with vendors." This period also allows for a more effective use of workforce resources and does not preclude more frequent contact. ' CPS regularly contacts vendors for information during equipment and pans purchases and obtains vendor data, sometimes on-line, and revises / updates vendor information and manuals as changes are identified.

CPS is a member of the Utilities Service Alliance (USA). CPS is entering into a contract through USA with PRC Engineering Systems, Inc. This contract will be for ajoint Vendor Manual Project. The project will allow common vendor information sharing between utilities participating in this endeavor. This project

- will allow CPS to have access to the latest vendor technical information for installed plant equipment at a lower cost than performing the function internally.

In addition, this will provide more timely information since a vendor will only need to make one centact (PRC) for all USA member participants in this project. ,

and they will be requesting a change shortly. The remaining twelve perform this  :

vendor contact on a triennial basis. The triennial frequency is also supported by ,

the Nuclear Information and Records Management Association (NIRMA).

. NRC representatives have indicated that a three-year vendor contact frequency  :

[ appears reasonable. This indication was given during a November 3-4,1994, l 1 NIRMA Vendor Technical Information meeting of which the NRC was in 3

attendance.  :

The Institute ofNuclear Power Operations (INPO) has established mechamsms to i j- inform licensees of equipment and parts performance issues. These will provide  :

performance data on nuclear plant equipment and parts. The programs include the Nuclear Plant Reliability Data System (NPRDS), the Significant Event Evaluation ,

and Information Network (SEE-IN) and the Operating Experience (OE) Program.

i i The June 9,1988, letter also stated that IP was a member of the Nuclear

Operations and Maintenance Information Service (NOMIS), an information exchange service involving domestic and foreign nuclear plants. IP no longer subscribes to this l i service as other sources ofinformation have replaced NOMIS. These sources, some 1 j, mentioned earlier, provide at least equivalent service as NOMIS.
