Dear Mr. Miraglia:

This letter transmits our input to the Licensing Review Bases document being developed for Combustion Engineering's Standard Safety Analysis Report - Design Certification (CESSAR-DC). Our draft input was first l

transmitted to you by Reference ( A). Since that time, we have had several meetings with the Staff to describe our Design Certification Program and obtain feedback. As a result of those discussions, we have revised the draft Licensing Review Bases document, which is provided as

& closure (1). Enclosure (2) lists the initial review comraents outlined in Leference (B) and references the appropriate section ir. Enclosum (1) where we have addressed that particular comment.

Enclosure (1) is based, to the extent practical, on tha Licensing Review Bases issued to another vendor. Combustion Enginevring's approach differs, however, in that CESSAR-DC will be based on the already approved CESSAR-FSAR and the corresponding FDA-2. In addition, we have added text and appendices to provide a process for establishing and documenting review acceptance criteria and demonstrating the System 80+ M Standard Design's compliance with the guidance of the Severe Accident, Safety Goal and Standardization Policies. A fourth appendix, entitled "Instrumentation and Controls", will be forwarded to you in the near future.
