This refers to the routine safety inspection conducted by Mr. Joseph A. Golla
of this office on December 20-23, 1987 of activities authorized by NRC License
No. OPR-35 and to the discussions of our findings held by Mr. Golla with
Mr. Kenneth Roberts of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, no violations were observed.
Our inspector noted a reasonable level of management attention in the
integrated leak rate testing area. However, a deficiency was noted in the
area of administrative control of test activities which may indicate a lack of
attention to detail. These are discussed in Sections 2.4 and 2.5 of this
report and are collectively treated as an unresolved item as stated in Section
4.0. Your attention in addressing this matter is requested.
