SAFETY EVALUATION OF RELIEF REQUESTS FOR INSERVICE TESTING PROGRAM -

CLINTON POWER STATION (TAC NO. M98171)

Dear Mr.'Sipek:

By letter dated March 14, 1997 (U-602701), Illinois Power Company submitted the second 10-year ASME Section XI Inservice Inspection and Testing Programs for the Clinton Power Station. The program has been revised to be in conformance with the code addenda through the 1988 Addenda, and editions through the 1989 Edition, subject to certain limitations and provisions. The second 10-year inspection interval for the Clinton Power Station began on April 24, 1997.

Included in your letter were three relief requests (1201, 3201, and 3202),

which were submitted as part of the inservice testing program. The enclosed safety evaluation indicates that (1) Relief Request 1201 is not required since the proposed alternative is consistent with NRC's interpretation of the code requirements, and (2) Relief Requests 3201 and 3202 are authorized pursuant to 10 CFR 50.55a(a)(3)(1) based on the determination that the alternatives provide an acceptable level of quality and safety.
