Inadequate Procedural Control for Management of Heavy Loads Your letter of April 30,1997, which transmitted a Notice of Violation (NOV) associated with inspection Report No. 97002, required a response to an NOV. There was an earlier Notice of Violation issued with the inspection Report itself. Both violations were issued to address inadequate management of heavy loads. When we responded to the first Notice of Violation, March 26,1997, we discussed in depth the reasons and corrective actions related to three heavy load lifts. Those three load lifts included the lift associated with the earlier NOV and the lift associated with this NOV.

The reason we presented it that way was because of the relationship between the three lifts, the entire heavy load control program at Prairie Island, and the corrective actions necessary to address all of the issues associated with the entire heavy load program.

Rather than singling out the problems with one lift and the corrective actions to address only those problems, it was more appropriate to discuss the whole picture in one report.

The earlier response, therefore, has already adequately addressed the required response items for the April 30,1997 NOV. Therefore, we refer you to our March 26, 1997 letter for c.ur response.

In this response we have made no new Nuclear Regulatory Commission commitments; those corrective steps that ui! he taken to avoid further violations, discussed in the response, have already been committed to in our Licensee Event Report for Unit 2 (LER 2-97-01), dated March 17,1997. gD) ' 0 9705280039 970522 \\g,tti PDR G
