This is in response to your November 20, 1985, letter requesting an exemption from the 60-day requirement for submitting applications for special nuclear material access authorization as required by 10 CFR 11.15(a)(1), and your December 3,1985, letter transmitting Revision 2 of Chapter 24 of your Physical Protection Plan.
[ We have determined that granting your exemption request will not adversely affect the common defease and security nor the public health and safety, and is otherwise in the public interest. Accordingly, we are hereby amending Safeguards Amendment SG-1 to your Licence No. SNM-368 by adding License Condition 9.4, effective immediately, to read as follows:
9.4 Notwithstanding the requirement of 10 CFR 11.15(a)(1) to submit applications on or before January 6,1986, for special nuclear material access authorization for affected individuals employed on October 28, 1985, the licensee shall follow the schedule of submittals as outlined in the attachment to his letter dated November 20, 1985.
We have reviewed Revision 2 of Chapter 24 of your Physical Protection Plan and find it acceptable for inclusion into your_ plan. As such, this chapter has been classified as CONFIDENTIAL National Security Information, in accordance with the provisions of Appendix A of 10 CFR Part 95. Therefore, it is being withheld from public disclosure. This confirms the telephonic notification of December 18, 1985, to your Mr. Dick Gigliotti by Mr. Odell Smith of my staff to appropriately mark and control all copies of this document.
