Docket No. 50-461 Mr. A. Bill Beach Regional Administrator Region III

. U. S. Nuclear Regulatory Commission 801 Warrenville Road Lisle, Illinois 60532-4351

Subject:

Integrated Safety Assessment I

Dear Mr. Beach:

As we discussed, Illinois Power (IP) will be performing an integrated safety )

assessment (ISA) at Clinton Power Station (CPS). The ISA will be a diagnostic l evaluation of CPS performance in the areas of operations, maintenance, engineering, l plant support, and management. The assessment will include a review of relevant  !

documentation and inspections of plant activities and hardware. The purpose of the assessment will be to identify weaknesses and strengths in CPS performance to ensure that the CPS Long-Term Improvement Plan is sufficiently comprehensive. )

i The ISA will be performed by a team of third-party individuals who have not had any substantial previous involvement at CPS. IP currently expects that the [] I assessment will be performed in August-September of this year. Following completion 1 l of the assessment, a report of the results of the assessment will be prepared, and IP will provide a copy of the report to the NRC. -

04)l i IP is currently developing a charter for the ISA, which will more fully identify the criteria and process for the ISA, the schedule, and expected products. We will keep the NRC informed of the plans, schedule, and status of the ISA to enable you to plan your oversight activities.
