Revision 10 to the Uodated Final Safety Analysis Reoort in March 1987,' Northeast Nuclear Energy Company (NNECO) submitted the initial l

updated Final Safety Analysis Report (FSAR) for Millstone Unit No.1 in fulfillment of the requirements of 10CFR50.71(e). Subsequent revisions to the FSAR have been filed annually except for 1996.2 NNECO delayed the Revision 10 update to allow for a comprehensive review and rewrite of the FSAR. The FSAR review is still in progress and is supporting the revised Millstone Unit No.1's ready to restart schedule (second quarter,1998).

In order to comply with 10CFR50.71(e), NNECO is submitting Revision 10 to the updated FSAR in the form of replacement pages as required. This revision presents changes approved since our previous submittal . NNECO's extensive review of the Millstone Unit No.1 design and licensing bases as part of the 10CFR50.54(f) will result

I 10CFR50.71(e)(2)(ii) stipulates that this submittal shall include an identification of I changes made under the provisions of Section 50.59, but not previously submitted to the Commission. NNECO routinely subrnits this information to the NRC as part of our annual report, which is being sent by separate letter.
