.e NOTICE OF VIOLATION l Westinghouse Electric Corporation Docket No. 70 1151 l Commercial Nuclear Fuel Division License No. SNM 1107 l

During an NRC inspection conducted on May 27 30, 1997, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement. Actions, NUREG 1600" the violation is.

listed below:

l License'Conditico S 1 of License Number SNM 1107 requires that the licensee shall use special nuclear material in accordance with statements, representations, and conditions in the License Application dated April 30, 1995, and supplements dated May 11, and 18: August 4, and 25: and September 25, 1995.

Section 3.4.1 of the License Application states, in part, that operations to assure safe, compliant activities involving nuclear material will be conducted in accordance wfth approved operations.

Procedure TA 500 " Columbia Manufacturing Plant Configuration Control,"

Revision 6, dated February 6, 1997, Section 7.2.10 states that the originator / project engineer completes and assures that all configuration documentation has been updated, assures training is com)leted, and implements.the chinge or substitution in accordance wit 1 plant procedures TA-500 and RA 104 if applicable. Section 7.2.11 states that the originator / project engineer informs the Configuration Control l

Coordinator when all "As Built" conditions are documented and the project is completed per the procedure and signs the original TAF 5001 form for project close out.

Contrary to the above, the Configuration Control forms (TAF 5001 forms) with Docket Numbers 95 135, 96 042, and 96 191 had been signed as being completed indicating that all the documentation associated with the forms had been updated but the documentation had not been revised in that various drawings, loop sheets, and schematics had not been updated as required by procedure.

This is a Severity Level IV violation (Supplement VI).

Pursuant to the provisions of 10 CFR 2,201, Westinghouse Electric Corporation is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission. ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region II, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).

This reply should be clearly marked as a " Reply to a Notice of Violation" and l should include for each violation
(1) the reason for the violation, or, if l contested, the basis for disputing the violation, (2) the corrective steps l that have been taken and the results achieved, (3) the corrective steps that l Enclosure 1 9707030294 970624

Notice of Violation 2 will be taken to avoid further violations, and (4) the date when full com)liance will be achieved. Your response may reference or include previous docceted correspondence if the correspondence adequately addresses the required response. If an adequate reply is not received within the time specified in this Notice, an order or Demand for Information may be issued as to why the license should not be modified, susanded, or revoked, or why such I other action as may be proper should not be ta(en. Where good cause is shown, consideration will be given to extending the response time.
