L Units 1,2 and 3 dated August 14,1996 and the associated Commission Paper (SECY-97-003) dated L January 3,1997 requires that the review include a sample of changes made to the facility configuration L'

since issuance of the operating license through processes other than the design change processes. %ese NRC documents also require the review of NU's design and configuration control processes. The NRC has termed this part of the myiew Tier 3. Sargent & Lundy will conduct this portion of the overall review by its Programmatic Review Group (PRG).

At the time the S&L Audit Plan and associated Project Instructions were approved by the NRC, additional checklists were under development to conduct some of these specific reviews. The following checklists are now completed and are being issued to the NRC for approval, we are proceedmg with the reviews based on these checklists:
