We respectfully request any comments by the second week of July 1996, so that they may be incoroorated into the scenario package. Final scenario packages will be l provided to the NRC Inspection Team at the entrance meeting.

The content of the exercise scenarios should be handled on a "need-to-know" basis such that individuals who may be exercise players do not have access to the scenario to be used. Therefore, only a limited distribution of the attached Exercise Scenario is planned within the Millstone station and corporate organizations. We request that you withhold Attachment 1, vehich contains the exercise scenario, from the Public Document Room until completion of the exerciss.
