SUBJECT:

COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 92 BRAIDWOOD STATION, UNITS 1 AND 2 (TAC NOS. M85521 AND M85522) i

Dear Ms. Johnson:

By'1etters dated April. 16,1993, July 8,1993, August 4,1993, February 10,  ;

-1994, December 16, 1994, February 15, 1995, March 28, 1995, December 15,  ;

1995, February 5,1996, March 21,1996, July 12,1996,' January 17,'1997, and  ;

April 4,'1997,-Commonwealth Edison Company (Comed) responded to Generic Letter  !

, (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17, 1992, and j follow-up requests for additional information dated May 28, 1993, December 21, 1993, September 20, 1994, December 29, 1994, November 2, 1995, and June 12, 1996, in regard to Thermo-Lag 330-1 fire barriers installed at Braidwood

Station, Units 1-and 2.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed Comed's letters. Comed's responses stated that two methods of resolution would be utilized. They were (1) reducing the population of cables requiring i protection (safe shutdown cables) via engineering analysis; or (2) re-routing of the reduced population of safe shutdown cables such that redundant safe shutdown trains are not located in the same fire zone. By letter dated

. January 17, 1997, Comed stated that all corrective actions for the resolution

! of the Thermo-Lag issues had been implemented at Braidwood. On the basis of its review, the staff has determined that Comed has provided the information

requested in GL 92-08 and the actions tracked by TAC Nos. M85521 and M85522

, are complete.

Based on your February 15, 1995, February 5, 1996, March 21, 1996, July 12, 1996, and April 4,1997, responses, however, there remain open issues involving ampacity derating of Thermo-Lag 330-1 which emerged as a result of i

the GL 92-08 review. ~ The resolution of these ampacity derating issues are ,

being treated generically and tracked by TAC No M82809.

I

. Comed should retain all documentation related to the resolution of the concerns with Thermo-Lag 330-1 fire barrier systems for future NRC audits or ,

inspections.- l I
