Reference (b): J. K. Thayer letter to USNRC, ' Response to Confirmatory Action Letter,"

dated March 31,1997 in a letter dated March 31, 1997 Beference (b)], the Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) provided a response to Confirmatory Action Letter (CAL) 1-97-010 [ Reference (a)). The response forwarded a corrective action plan which outlined several actions to be taken with respect to the operator training programs for Millstone Units 1,2, and 3 (MP1, MP2, and MP3), and for the Haddam Neck Plant (HNP). CYAPCO and NNECO consider the items of the corrective action plan to be commitments to the NRC Staff. One of the commitments has been revised, as follows:

Oriainal Commitment ES-2b: Perform a review of the non licensed operator training programs for MP1, MP2, .

MP3, and HNP, prior to program restart, against the accredited training program c requirements. )

Due Date: Prior to program restart ES-2f: Perform a review of the non-licensed operator training programs for the HNP against the accredited training program requirements.

Due date: Prior to transition to a Certified Fuel Handler training program  ;

Justification The HNP did not suspend its non-licensed operator training program. Therefore, it is not appropriate to perform a review prior to the program's restart. HNP will, however, review its training program, and will do so before the implementation of a Certified Fuel Handler training program, which is anticipated to occur later this year.
