Gentlemen:

This refers to the inspection conducted by Messrs. W. D. Johnson and

C. C. Harbuck of this office during the period December 1-31, 1985,-of

activities authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas

Nuclear One, Units 1 and 2, and to the discussion of our findings with

Mr. J. M. Levine, and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included operational safety verification,

maintenance, surveillance, followup on previously identified items, followup on

licensee event reports, followup on Three Mile Island Action Plan requirements,

IE Circular review, procurement program implementation, containment purge, and

control room ventilation. Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews with

personnel, and observations by the inspectors. The findings are documented in

the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of Section

2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter. A written response is not

required for the violation involving a broken chain on a locked valve, since

adequate corrective action was taken and confirmed during this inspection

period.

During this inspection, it was found that certain of your activities appeared

to deviate from commitments made to the NRC. This item and references to the

i commitments are identified in the enclosed Notice of Deviation. You are
