Beaver Valley Power Station, Unit No. 2 Docket No. 50-412, License No. NPF-73 Inservice l'esting Program Ten-Year Update The prrpose of this submittal is to forward to the Nuclear Regulatory Commission the Beaver Valley Power Station Unit No. 2 updated Inservice Testing (IST) Program.

This program is applicable for the second Ten-Year Interval update of the IST Program I as required by 10 CFR 50.55a. I O Enclosure 1 provides a summary of changes highlighting the revisions made to the second Ten-Year interval Unit No. 2 IST Program. Enclosure 2 is Issue 2, Revision 0 of the Unit No. 2 IST Program for pumps and valves. Also, included as Enclosure 3 is a set of drawings referred to as valve operating number diagrams for Unit No. 2 which has the IST components identified by dieir equipment identification numbers.

Development of this program is based on the American Society of Mechanical Engineers (ASME) / American National Standard Institute (ANSI) Operational and Maintenance (OM) Standard, Part 6, " Inservice Testing of Pumps in Light Water Reactor l Power Plants" (OM-6), and Part 10, " Inservice Testing of Valves in Light Water Reactor Power Plants" (OM-10), OMa-1988 Addenda to the OM-1987 Edition, in accordance with the ASME Boiler and Pressure Vessel Code (B&PV), Section XI,1989 Edition.

Additionall; , the guidance of Attachment I and Supplement 1 of Generic Letter No. 89-04, "Guids.ge on Developing Acceptable Inservice Testing Programs" has been followed in program development.

Be:ver Valley Power St-tion, Unit No. 2 l Inservice Testing Program Ten-Year Updat- l Page 2 relief requests under the provisions of 10 CFR 50.55a(a)(3)(i) for which Nuclear Regulatory Commission approval is required. Several of these relief requests are l supported with information describing the detennination that conformance with cenain l code requirements is impractical per 10 CFR 50.55a(f)(5)(iii). In each case, the proposed alternatives to the Code required testing will provide an acceptable level of quality and safety as described in the specific relief requests.

The current Ten-Year IST interval ends November 17,1997. This second interval program has been prepared following the requirements of the 1989 Edition of the ASME 1 B&PV Code as stated above which is consistent with 10 CFR 50.55a paragraph (b). It is requested that the NRC approve the proposed relief requests in time to support the November 18,1997, implementation date of this second interval program.
