Boston Edlison Pdgnm Nuclea< Power Station Rocky Hall Road Plymouth, Massachusetts 02360 February 27, 1997 E. T. Boulette, PhD BECo Ltr. No. 2.97.023 senior Vg:e President - Nuclear U.S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 Docket No. 50.293 License No. DPR-35 1

Subject:

Supolemental Submittal on Pilarim Station NPSH Analysis Reference A: Boston Edison Company letter 2.97.004, dated January 20,1997, entitled " Request for Review" i Reference B: Boston Edison Company letter 2.97.008, dated January 30,1997, entitled " Significant 1 Hazards Evaluation for Pilgrim Nuclear Power Station's Net Positive Suction Head {

Analyses" i This letter supplements the Reference A and Reference B submittats with an oath or affirmation statement in accordance with 10 CFR 50.30(b). It also clarifies the requested NRC action. ,

in Reference A, Boston Edison Company (BECo) requesteu NRC review and approval of the BECo net positive suction head (NPSH) analysis that included credit for post-accident containment pressure. Based on NRC approval, the Pilgrim Station UFSAR would be revised to explicitly reflect that approval. Reference B subsequently submitted a determination of no significant hazards consideration.

[

The clarification involves the BECo request for NRC review and approval of a license amendment / g i under 50.90 to credit containment pressure in post-accident NPSH analyses. As part of that request, we recognize the _NRC will also need to review and approve the evaluation submitted in[r/u /

Reference A that raised the design seawater temperature from 65F to 75F resulting in a reused containment heat removal analysis. .This scope does not impact the conclusion of the cigniscant hazards determination.
