OCONEEEMERGENCYPLANREVISION,DdCKETN05.50-269,50-270AND50-287 We have completed the review of Revision 85-1 of the Oconee Radiological Emergency. Plan dated June 7, 1985.

Our review indicated that your Oconee Radiological Emergency Plan continues to meet the plannning standards of 10 CFR 50.47(b) and 10 CFR 50.54(q). However, an element of your Emergency Plan does not meet the intent of the revised 10 CFR 50, Appendix E, Section IV.F, as discussed in IE Information Notice 85-55: Revised Emergency Exercise Frequency Rule, and appears to have reduced the effectiveness of the Plan. This item is discussed in the Enclosure. You should either make an appropriate correction to the Plan or respond with a written statement as to how this change does not reduce the effectiveness of the Plan.

We request that a response addressing the item identified in the Enclosure be provided to us within 45 days of the date of this letter.

Please be reminded that W CFR 50.54(q) requires NRC approval of any changes to your Plan that may decrease the effectiveness of the Plan. However, if your safety review indicate's no decrease in emergency preparedness, then changes can be made without NRC approval. In all cases, you should furnish copies of each change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures would~ be M% in accordance with the requirements of 10 CFR Part 50, Appendix E, Sect 6n ' (Itplementing Procedures).
