Docket No. 50-482: Revision of Technical Specification Conversion Application Submittal Date and Confightion of Generic Letter 96-01 Commitments Gentlemen:

Reference 1 and Reference 2 indicated that a conversion application license amendment request would be submitted in late 1996 (target date of December i 1996). Reference 2 indicated that the generic letter requested actions would be completed by March 31, 1998. Subsequent to submittal of Reference 2, the schedule for the submittal of the conversion application license amendment request has been extended to May 15, 1997.

Generic Letter 96-01,

  • Testing of Safety-Related Logic Circuits," requested all licensees to perform a review of the reactor protection system logic, the engineered safety features actuation system logic, and the emergency diesel l generator load shedding and sequencing circuitry to ensure that all portions of the logic circuitry are adequately covered in the surveillance procedures  !

The generic letter l requested that this review and subsequent modifications to surveillance j procedures, if appropriate, be accomplished prior to startup from the first j refueling outage commencing one year after the issuance of the generic letter ]

For those plants converting to the improved Standard Technical Specifications and submitting their technical specification conversion application prior to January 10, 1997, the NRC indicated that implementation of the requested actions could be completed with the implementation of the improved Technical Specifications. l During meetings on November 14, 1996, and January 24, 1997, between NRC l personnel and Wolf Creek Nuclear Operating Corporation, Pacific Gas and l Electric Co., Union Electric, and TU Electric regarding the conversion l application, the scheduled submittal date and the completion of the generic letter requested actions were discussed. With the extension of the conversion application beyond January 10, 1997, WCNOC still intends to perform the generic letter requested actions by March 31, 1998, as previously stated in Reference 2.
