MEMORANDUM TO: Those on the Attached List l ' e FROM: Carl J. Paperiello, Director l Office of Nuclear Material Safety E and Safeguards __

SUBJECT:

TIMELY ISSUANCE OF INTEGRATED MATERIALS -o 7 PERFORMANCE EVALUATION PROGRAM (IMPEP)

On January 31,1997, staff briefed the Commission on the status of the IMPEP Program.

One of the items discussed at the briefing was the timely issuance of IMPEP reports.

Staff's goal is to issue a draft report for comment within 30 days of the exit meeting and to issue the final report within 90 days. In order to meet this goal, I am asking that the following actions take place with regards to issuance of the regional IMPEP reports.

1' . Team leaders will be expected to provide a first draft of the report to the Division Director, Division of Industrial and Medical Nuclear Safety, NMSS, within one week of completing the onsite review.

2. Team members are asked to provide their input to the team leaders within three working days of completing the onsite review. The team member should discuss their input, as appropriate, with their management prior to providing it to the team leader.

Team members should plan on traveling to Headquarters on the Monday following the exit meeting. The team leader will arrange for dedicated workspaces within Headquarters for the team. If for some reason the individuals are unable to come to Rockville, they should be provided dedicated work time, (up to one additional week following the site reviews), to document their findings. Documentation of the review should be given high priority. Once the input is provided to the team leader, the individuals will be available for other assignments.

We recognize that the Agreement State representatives may not be able to travel to Headquarters the week following the review. We plan to pursue options available to the Agreement State representative with the Office of State Programs (OSP) under separate cover.

3. Team members should give high priority to working with the team leader in making any modifications to the draft or final report.
4. Team members should make an effort to take a laptop computer to the region being 4

reviewed so that they can begin to document the review. If the individual is unable i to obtain a laptop, they should contact the team leader. The leader will make every l effort to make a laptop computer available to the team members.

l For Agrooment State reviews, OSP or negional State Agreement Officers provide team s leadership, but members of NMSS and the regions often participate as team mcmbers, in j these instances, NMSS and regional team membols should work with team leaders to maat

OSP specified deadlines. Similar dedicated post-review effort is required. Pending any i formal procedure from OSP, it is expected that NMS5 and regional staff, participating on Agreement State reviews, will provide their input to the team leader within five days of the and of the onsite review. Team members and their line supervisors are expected to allow ,

for this time when scheduling any other short-term assignments for IMPEP team members.
