RE0UEST FOR ADDITIONAL INFORMATION VIRGIL C. SUMMER NUCLEAR STATION FIFTEEN-YEAR TENDON SURVEILLANCE REPORT

1. In the Introduction of your Resort on the Fifteenth Year Physical Surveillance of the V. C. Summer Jnit 1 Containment Building, in the second sentence in the third paragraph from the top you stated "The surveillance was conducted in accordance with South Carolina Electric and Gas Company's '

Specification SP-228-044461-0000 Rev.1. Regulatory Guide (RG) 1.35 Pro)osed  :

Revision (PR) 3 and PSC Surveillance Manual." Section 7.2 of RG 1.35 P1 3 stipulates. "During detensioning and retensioning of tendons (regulatory  !

position 4.2), if the elongation correspondin to a specific load differs by more than 5% from that recorded during instal ation of tendons, an investigation should be made to ensure that such difference is not related to wire failure or slip of wires in anchorage." Regulatory Position 4.2 requires: "The simultaneous measurement of elongation and jacking force during s retension should be made at a minimum of three approximately equally spaced '

levels of force between the seating force and zero." Evidently you had not performed what you implied in stating the surveillance was conducted in ,

accordance with RG 1.35 PR 3. However, you emphatically stated that you had followed Section 7.2 of RG 1.35 PR 3 by making force-elongation comparison between the initial installation and retensioned tendons for the first five tendon surveillances. Since such information would also be very useful for evaluating your performance of tendon surveillance, provide the force and the corresponding elongation at installation and at retension for each of the retensioned tendons for the five surveillances, and the pertinent comparison.

2. In your response to Question 2 of our first request for additional information on this subject, you did not answer the second part of the question. You did not determine the trend of the tendon force for a group of tendons through a regression analysis based on individual tendon lift-off forces for a group of tendons for each surveillance. The trend of the average tendon force for the group can be obtained only statistically through a regression analysis of the normalized individual tendon lift-off forces from each of the surveillances so far performed. Unless lift-off measurements were obtained for all of the tendons in a group, the average of the few lift-offs would not accurately reflect the average for the entire grou). especially for the determination of the trend of the group tendon force. T1is is the reason why we have reservations about the gra)hs shown on data sheet nos. 22, 23 and 24 in your report, which are obtained )y simply joining the data points, each representing the average force of each of the surveillances. Therefore, we request that a regression analysis be performed for the lift-off forces for each group as indicated above. Also provide all the lift-off force data so that an independent analysis can be performed.
