Dear Mr. Dwyer:

I am replying to the electronic messages you have sent to the U.S. Nuclear Regulatory Comission (NRC) since my last letter to you dated March 14, 1997.

Specifically, you sent two messages to Mel Fields of my staff dated March 19 l and 24, 1997, and two messages to NRC Chairman Jackson, both dated March 26, 1997. In accordance with the public process for treating 2.206 petitions, these electronic messages have been placed on the public docket. A pamphlet -

describing the 2.206 process was included in our February 6,1997, letter to l you. In your electronic messages, you reiterated your request that the San J

Onofre Nuclear Generating Station (SONGS) units be shutdown and the spent fuel '

removed immediately, and you also provide reasons as to why you believe the  :

seismic design of the SONGS units is inadequate. For the reasons stated in l Mr. Miraglia's November 22, 1996, letter to you, your September 22, 1996,

request for immediate action was denied. In Mr. Miraglia's February 6, 1997, letter, you were informed that the staff had temporarily suspended its review of your petition until such time as you had provided the information you j wished to be considered in the staff's final decision regarding your petition.

As noted in Mr. Miraglia's November 22, 1996, letter, the staff performed an extensive review of the design of the SONGS units during the operating license review stage, including its ability to withstand the effects of natural phenomena such as earthquakes. In addition, the staff requested the licenses in a letter dated February 3,1997, to provide information related to recent geological or geophysical investigatiou performed in the SONGS region, and information related to recent assessments of the ground motion at the SONGS site. The licensee responded to the staff's request in 7. letter dated March 14, 1997.

The staff has determined that sufficient information now exists to perform a review of your petition related to the seismic adequacy of the SONGS units.

The staff has renewed its review of your 2.200 petition request and will take into account the information provided in your electronic messages mentioned above.
