Gentlemen: l In a lettel dated November 1,1996 (Serial: BSEP 96-0414), Carolina Power & Light (CP&L)

Company requested amendments to the Brunswick Steam Electric Plant (BSEP) Unit Nos.1 and 2 Technical Specifications to convert to a format consistent with NUREG-1433, Revision 1,

" Standard Technical Specifications for General Electric Plants, BWR 4." The proposed amendment also extends the frequency of selected Sunteillance Requirements to 24 months.

CP&L requested issuance of the amendments by July 1997 to support a tentative l implementntion in the fourth quarter of 1997. CP&L has elected to implement the Improved l Technical Specifications (ITS) during the third quarter of 1998, as such, we request issuance of the proposed amendments by December 1997.

In a letter dated March 13,1996 (Serial: BSEP 96-0072), CP&L revised the schedule for implementation of the long-term solution for thermal hydraulic instability (THI) for BSEP Unit Nos.1 and 2 to the fourth quarter of 1997, concurrent with implementatioa of the ITS. As a result of the revised implementation schedule for ITS, CP&L is also revising the schedule for long-term THI modification implementation to the third quarter of 1998 for BSEP Unit Nos.1 and 2.
