1.0 INTRODUCTION

l By letter dated February 3,1997, the Northeast Nuclear Energy Company, et al.

(the licensee) submitted a request for changes to the~ Millstone Nuclear Power Station, Unit Nos.1, 2, and 3 Technical Specifications (TS). The requested  ;

changes.would revise Section 6, " Administrative Controls," of the Millstone  !

Unit Nos.1, 2, and 3 Technical Specifications to reflect organizational changes that have been implemented in the Nuclear Division.

1 2.0 EVALUATION The proposed changes were requested by the licensee to reflect the organizational changes, which became effective February 3, 1997. The new organization represents a decentralization of a number of functions. However, o the oversight and emergency planning functions remain under centralized  !

direction. The significant changes proposed by the licensee are discussed in the following paragraphs.

The " Senior Vice President - Millstone Station" position has been' replaced by _ -

the position " Senior Vice President and Chief Nuclear Officer (CNO) - 1 Millstone." Although the title has changed, the person filling this position J remains responsible for overall operation of the Millstone site (i.e., all j three Millstone units). l

-The " Millstone Unit 1 Recovery Officer," " Millstone Unit 2 Recovery Officer,"

and "Vice President - Millstone Unit 3," positions were created as part of this or previous reorganizations. The persons filling these positions are responsible for overall safe operation of their Millstone' unit. This change i i

represents a decentralization of the Millstone organization. Previously, the '

person filling the position " Senior Vice President - Millstone Station" was

  • responsible for safe operation of all three Millstone units. j The " Nuclear Unit Director" position has been~ replaced by the position

" Director, Unit Operations," for Unit No. 1, " Unit 2 Unit Director," and

be responsible for operation of their Millstone unit. These changes are only

' title changes. That is, there are no changes in responsibility associated with these changes.

The " Executive Vice President - Nuclear" position has been removed from the organization. The unit level responsibilities of the person filling this position have been assigned to each Millstone units' officer (i.e., the Millstone Unit Nos. I and 2 Recovery Officers and the Vice President -

Millstone Unit 3). The Millstone site level responsibilities will be assumed by the (1) Senior Vice President and CN0 - Millstone, and (2) President and i

Chief Executive Officer.

The licensee's submittal also contains additional name or title changes of j lesser significance.

1 The NRC staff has reviewed the proposed changes to TS Section 6.0,

" Administrative Controls," and has concluded they are acceptable since they are administrative in nature and do not involve any changes that would reduce plant safety.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the Connecticut State official was notified of the proposed issuance of the amendment. The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

The amendments change recordkeeping, reporting, or administrative ~ procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Dursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

5.0 CONCLUSION

The Commission has concluded,. based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
