NOTICE OF VIOLATION

Commonwealth Edison Company Docket Nos. 50-456; 50-457 Braidwood Station Units 1 & 2 Licenses No. NPF-72; NPF-77 As a result of an inspection conducted March 3-7,1997, one violation of NRC
requirements was identified. In accordance with tne " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below

10 CFR 50.54(t) requires that the 12 month review of the emergency pmparedness ,

1 program shall include an evaluation for adequacy of interfaces with State and local I governments and of licensee drills, exercises, capabilities, and procedures. The i results of the review, along with recommendations for improvements, shall be documented, reported to the licensee's corporate and plant management, and d

retained for a period of five years.

Contrary to the above, Site Quality Verification Audit Report OAA-#20-96-05, >

" Emergency Plan and implementing Procedures," dated March 22,1996, the 12 month review of the emergency preparedness program did not include an evaluation

of the adequacy of interface with the State of Illinois. (50-456/97004-01 and 50-l 457/97004-01)

This is a Severity Level IV violation (Supplement Vill).

Pursuant to the provisions of 10 CFR 2.201, Commonwealth Edison is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, i'

ATTN: Document Control Desk, Washington D.C. 20555 with a copy to the Regional Administrator, U.S. Nuclear Regulatory Commission, Region 111, 801 Warrenville Road,

Lisle, Illinois 60532, and a copy to the NRC Resident inspector at the Braidwood Statinn within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This
reply should be clearly marked as a " Reply to a Notice of Violation" and should include for j each violation
(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the i corrective steps that will be taken to avoid further violations, and (4) the date when full  !

compliance will be achieved.

Your response may reference or include previous docketed correspondence, if the

, correspondence adequately addresses the required response. If an adequate reply is not ,

4 received within the time specified in this Notice, an order or a demand for information may i be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, j- consideration will be given to extending the response time.  ;
