CT 06424-3009 April 2,1997 Docket No. 50-213 CY-97-036 U.S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 Haddam Neck Plant Corrective Actions for Service Water Supply and Return Lines for the Soent Fuel Pool Heat Exchanger On March 25,1997, during a planned ultrasonic inspection of the six inch spent fuel pool heat exchanger service water return line, indication of pipe wall thinning was found. The pipe wall thinning was previously identified during a routine inspection for microbiologically influenced corrosion and found to be acceptable.

The current inspection indicated a localized reading which exceeded the maximum allowed ASME code depth. As a result, the inspection scope was increased and five additionalinspections were performed. Allinspection results were greater than the minimum requirement. However, one location had minimal margin.

Based on the results of these inspections, two pieces of service water return line piping will be replaced. Additionally, other locations within the service water return line with different flow regimes will be inspected. /

This additional work required on the service water system will affect a previous commitment to have the service water system returned to operation. The commitment, CY-97-021-1, provided by letter dated March 21,1997N, states [)i)

i U. S. Nuclear Regulatory Commission CY-97-036/Page 2 that the modification to install a check valve will be completed by April 14,1997.

The check valve and one of the two pieces of pipe iequiring replacement will be i installed by this date. However, the second piece of pipe and any additional piping locations to be replaced will require additional time.  !

We willinform the NRC Senior Resident inspector of the additional time that is needed.
