D.C. 20555 liaddam Neck Plant Changes in Nuclear Organization The purpose of this letter is to inform the NRC of organizational changes at the lladdam Neck Plant (IINP). These changes are effective as of March 24,1997 and are as follows:

Mr. Russell A. Mellor will assume the position of Director of Site Operations and Decommissioning and will report to Mr. T. C. Feigenbaum. Mr. Mellor has 24 years of experience with the Yankee Atomic Electric Company, and most recently served as .

overall Operations and Decommissioning Manager for the Yankee Rowe project. Mr.

Mellor also has a strong background in the field of Radiation Protection, which is an area that will require increased attention when the 11addam Neck Plant moves forward with decommissioning activities. Reporting to Mr. Mellor will be Mr. Gary 11. Bouchard, who will serve in a redefined Unit Director role. Mr. Bouchard has 27 years of nuclear experience and was principally responsible for lladdam Neck Plant operations from 1987 to early 1993. lie will have the Operations, Maintenance, Chemistry, llealth Physics /Radwaste and Security / Medical functions reporting to him. Also reporting to Mr.

Bouchard are the support services for emergency planning, computer services, and safety /

and health provided by the Northeast Utilities Service Company.  ;

Also reporting to Mr. Mellor will be Mr. John D. liaseltine, Engineering Director, as well as the newly appointed Business Manager, Mr. Brian Wood and Decommissioning 7 Project Manager, Mr. Noah Fetherston. Both Mr. Wood and Mr. Fetherston come to the g()[h IINP from the Yankee Rowe Decommissioning Project.

Mr. Richard Sexton is the newly appointed llealth Physics Manager. Mr. Sexton brings with him extensive experience in radiation protection from both an operational and decommissioning environment. Mr. Sexton will report to Mr. Bouchard.
