SUBJECT:

REQUEST FOR 8 PERCENT POWER OPERATION We have reviewed your letter of December 20, 1985, requesting authorization to operate Fort St. Vrain at power levels up to 8 percent of full power.

Your request was reviewed against the direction we have received in the Commission's Memorandum and Order dated November 26, 1985, which addresses the extension of the deadline for environmental qualification of electrical equipment for Fort St. Vrain. This Memorandum and Order specifically requires that we complete our evaluation of your confirmatory analyses before authorizing further operation of your plant. Hence, we are unable to authorize operation at any power level until our ongoing analyses are completed.
