Enclosed is a copy of the final exercise report for the November 13,1996 plume exposure l pathway exercise of the offsite radiological emergency response plans, site-specific to the j Clinton Nuclear Power Plant. The State ofIllinois partially participated and Dewitt, Macon. McLean and Piatt Counties fully participated in the exercise. This Report was also transmitted to the FEMA National Office, the State ofIllinois, and the Illinois Counties of Dewitt, Macon, McLean and Piatt. )

l There were no deficiencies identified during this exercise. Two " Areas Requiring  ;

Corrective Action"(ARCA) were observed for Macon County and one ARCA was observed for McLean County. FEMA Region V will monitor the status of the corrective actions.

Based on the results of the November 13,1996 exercise, the offsite radiological l emergency response plans and preparednem for the State ofIllinois and Dewitt, McLean, Macon and Piatt Counties, site-specific to the Clinton Nuclear Power Station, can be implemented. These plans are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
