This letter is submitted to supplement the subject license amendment request pursuant to discussions with the NRC Staff. Supplement 5 proposed license conditions which would provide the basis for issuance of the subject license )

amendment. This supplement proposes to revise License Conditions 1 and 2 as  ;

follows: l License Condition 1) NSP will provide a licensed operator in the control room on an interim basis for the dedicated purpose of identifying an earthquake which results in a decreasing safeguards cooling water bay level. This operator will be in addition to the normal NSP administrative control room i staffing requirements and will be provided until License Condition 2 is satisfied.

License Condition 2): NSP will submit dynamic finite element analyses of the

intake canal banks by July 1,1997 for NRC review. By December 31,1998, NSP will complete, as required, additional analyses or physical modifications which provide the basis for extending the time for operator post-seismic cooling water load management and eliminating the dedicated operator [

specified in License Condition 1. [

License Condition 3 remains as proposed in Supplement 5. 00 L 1

3/19/97 Paga 2 of 2 The dedicated operator specified in License Condition 1 will be an additional operator assigned to the control room each shift. This additional operator will participate in control room duties which can be immediately terminated and do not prevent identifying an earthquake which results in a decreasing safeguards cooling water bay level. This operator may perform such duties as: review work packages; prepare isolations for work packages; review surveillance procedures for a reformatting project; conduct biennial review of operating procedures; assist the Shift Manager in reviewing alarm printouts and daily log printouts; and participate in control room discussions of plant operating issues.

NSP wishes to withdraw the probabilistic evaluation, Safety Evaluation, Section lil, i and the specific numeric probability given in the Safety Evaluation Conclusions presented in Supplement 5.

A revised Safety Evaluation, Significant Hazards Determination and Environmental Assessment have not been submitted since these evaluations, as presented in the original submittal and previous supplements, continue to bound the proposed license amendment as supplemented by this letter.
