Dear Madam or Sir:

In accordance with 10CFR50.55a, " Codes and Standards," Illinois Power (IP) is revising its American Society of Mechanical Engineers (ASME) Section XI Inservice 3 Inspection and Testing Programs in preparation for the second 120-month inspection ]

interval at Clinton Power Station (CPS). The programs are respectively being revised i pursuant to paragraphs (g)(4) and (f)(4) of 10CFR50.55a to reflect compliance with the l I

latest approved version of ASME Section XI, Division 1 (i.e., "the Code") identified in paragraph (b) of 10CFR50.55a. The programs are thus being revised to be'in conformance with the Code addenda through the 1988 Addenda and editions through the 1989 Edition, subject to certain limitations and provisions. The second (next) 120-month inspection interval for CPS begins April 24,1997.

Attachments 1 and 2 to this letter are provided for your reference and information, and reflect the revised inspection and testing programs for the second 120-month inspection interval. Each of the two attachments is an appendix from the CPS Inservice Inspection (ISI) Program Manual. Copies of this manual are distributed and maintained as controlled copies onsite, and copies of applicable portions of the manual are periodically provided to the NRC and Illinois Department of Nuclear Safety.

Attachment 1 (Appendix IV of the CPS ISI Program Manual) is the revised Inservice Examination Plan. Attachment 2 (Appendix V of the CPS ISI Program Manual) is the revised Inservice Testing Plan.

Provided as Attachment 3 to this letter are three relief requests (CPS Nos.1201, q j 3201, and 3202) that are intended to be utilized for the CPS Inservice Testing program at I

! CPS during the second 120-month inspection interval. These three relief requests are

. being submitted for NRC approval pursuant to paragraphs (f)(6)(i) and/or (a)(3)(i) of 10CFR50.55a. Justification and details concerning the requested relief are provided in each relief request. It should be noted that each of these relief requests was previously authorized by the NRC for the initial 120-month inspection interval at CPS (

  • Relief Requests 1201 and 3202 were previously approved under Relief Request Nos.

1001 and 3003 for the initial inservice inspection interval. Relief Request 3201 was previously approved for the initial inservice inspection interval as Relief Request No.

3002. Under Relief Request 3002, IP also requested relief from the allowable ranges (formerly) required by ASME Section XI IWP-3210 for the pump test acceptance criteria. This aspect of Relief Request 3002 initially caused the staff to deny the relief request. The NRC eventually approved the request with provisions in its letter from John N. Hannon to F. A. Spangenberg dated September 25,1992, " Safety Evaluation for Revision 11 to the Clinton Power Station Inservice Testing Program." For the second 120-month inspection interval, adoption of Operations and Maintenance (O&M) Standard Part 6 under the more recent edition of the Code makes it unnecessary, under ReliefRequest 3201, to request the additional relief pertaining to the allowable ranges for pump test acceptance criteria.
