REQUEST FOR ADDITIONAL INFORMATION, INSERVICE INSPECTION PROGRAM FOR PILGRIM NUCLEAR POWER STATION Re: Pilgrim Nuclear Power Station By letter dated August 13, 1985, the NRC granted certain relief requests for the second 10-year inservice inspection interval at Pilgrim Station.

However, as indicated in the enclosures with that letter and subsequent conversations with your staff, additional information will be needed to complete this review. Enclosed is our request for that information.

Please respond to this request on a schedule to be negotiated with your project manager.

We also understand that relief request No. PRR-8 was inadvertently omitted from your letter dated December 3,1982, and it will be submitted shortly.

REQUEST FOR ADDITIONAL INFORMATION Relative to the Second 10-year Inspection Program Pilgrim Nuclear Power Station

1. Boston Edison's letter of June 28, 1984 (BeCo 84-095)(1) included a new request, PRR-9, for second-interval relief from inservice inspection requirements for 21 reactor vessel nozzles (Code Item B3.90). An SWRI examination report of reactor vessel nozzles N2B and N2K(2) noted limitations not only to the nozzle-to-vessel welds (Item B3.90), but also to the nozzle inside radiused sections (Items B3.100) andthenozzle-to-safeendwelds(ItemB5.10). In order to fully resolve Relief Request PRR-9, we previously requestedI ) information on all nozzle areas requiring relief. You committed to providing such information in your letter of November 16,1984.I4) However, the information actually submitted (5) dealt only with the Item B3.90 limitations. To dispose of the relief request, the more detailed information committed to in Reference 4 is needed with respect to the following:

(a) Confirm that 21 nozzles are involved. Reference 5 shows 22 nozzles (NIA and N1B, N2A to N2K, N3A to N3D, N4A to N40, and N6A andN68).

(b) Include all nozzle areas (Items B3.90, B3.100, and B5.10) requiring relief.

(c) State what percentage of the required volume of each nozzle can be examined with meaningful results.

For Code Item 83.90, the infonnation given in Reference 5 for Nozzles i N2B and N2K should be supplied for all affected nozzles. For Code

, Items B5.10 and 83.100, as a minimum the information given in Reference 2 should be given for all affected nozzles.

2. Under the terms of subparagraph 10 CFR 50.55a(g)(5)(iv), where an examination or test is determined to be impractical by the licensee, but has not been previously included in the ISI program, the basis for such determinations shall be demonstrated to the satisfaction of the NRC not later than 12 months after the expiration of the interval.

Please review your first-interval submittals with this requirement in mind and submit relief requests as necessary. Specifically, address any first-interval Code requirements Boston Edison was unable to meet for the 21 RPV nezzles discussed in the first question.
