Our' letter of July 19, 1985, authorized operation of Fort St. Vrain (FSV) subject to certain limitations, and confirmed your commitments to complete a number of actions in accordance with a schedule as set forth in enclosure 2 of 1" that letter. In our letter of September 30, 1985, we modified the conditions under-which FSV may be operated and reconfirmed the commitments identified in the July 19, 1985 letter.

The purpose of this letter is to modify your scheduled commitment for submittal of a final draft proposal of the upgraded Technical Specifications for NRC comment (Item 7.a.),inaccordancewithyourrequestdatedOctober8,1985.

We have discussed your proposed schedule revision with the Office of Nuclear Reactor Regulation and are in agreement that the additional time you have requested is warranted. Accordingly, your request for a revised submittal date of November 30, 1985, is granted. We have enclosed the tabulation of your

-consnitments with the requested revision indicated thereon. The conditions for operation of FSV set forth in my letter dated September 30, 1985, remain in effect. Your commitments, as set forth in the revised table enclosed are hereby confirmed.
