NRC BRAIDWOOD CHEMISTRY INSPECTION REPORTS 50-456/97003

(DRS); 50-457/97003(DRS) AND NOTICE OF VIOLATION

Dear Mr. Stanley:

This refers to the inspection conducted by Mr. S. Orth and Ms. D. Hart of this office which

concluded on February 7,1997. The inspection included a review of authorized activities

for yoer Braidwood Generating Station, Units 1 and 2.

The inspection was an examination of activities conducted under your license as they

relate to chemistry, to radiation safety, and to compliance with the Commission's rules

and regulations and with the conditions of your license. The inspection consisted of a

selective examination of procedures and representative records, observations, and

interviews with personnel.

The water chemistry management program was effective in reducing chemical _

contaminants which contribute to primary and secondary system. corrosion and radiological  ;

source term. Chemistry technician analytical technique and knowledge of the chemistry

program were very good. - However, problems were identified in the implementation of the

,

laboratory quality control program indicating that oversight in this area was not as

!

effective. in additionia number of problems were identified concoming the lack of

acceptance criteria in quality control procedures and post accident sampling system

surveillances. Although your staff has corrected previously identified post acci6c

sampling system material condition and procedural problems, additional improvements are

needed to correct the remaining problems in these areas as documented in the enclosed

inspection report.  ;

- Based on the results of this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice of Violation (Notice). The first

violation concerns four examples of the failure to adhere to procedures and to adequately

establish procedures. The second violation concerns inadequate instructions. In the post

' accident sampling system surveillance procedure.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. In your response, you should document

the specific actions taken and any additional actions you plan to prevent recurrence. After

reviewing your response to this Notice, including your proposed corrective actions and the

' results of future inspections, the NRC will determine whether further NRC enforcement

action is necessary to ensure compliance with NRC 'ragulatory requirements.
