Attached for your information is a copy of an amendment to the Fort St. Vrain (FSV)

National Pollutant Discharge Elimination System (NPDES) Permit, Wastewater Discharge Permit No. CO-0001121. This amendment clarifies that monitoring of the i farm pond outlet is only required when industrial wastewater is being discharged through  ;

the upstream Goosequill ditch and/or Jay Thomas ditch, as described in the referenced i letter. The Colorado Department of Public Health and Environment approved this amendment as a minor modification, which became effective on October 18,1996. A correction to the legal and facility contacts, dated R amber 12,1996, is also included.

The attached amendment to the FSV NPDES Perrait is provided to the NRC in accordance with Section 3.2.c of the FSV Non-Radio!ogical Technical Specifications, Appendix B to Facility Operating License No. DPR-34. Public Service Company of .

Vrainfacility are divened to the St. Vrain Creek, through the drainage slough (outfan OW). When outfall 00 used, only irrigation waterfrom the Jay Thomas Ditch and irrigation return pows enter thefann pond and overflow through outfan 001A.

Monitoring requirements for outfau 001A when industrial wastewater is discharged through the alternate disc path (outfan 002) were discussed between the Division and PSCin a phone call on September 18,1996. From this telephone conversation, it was concluded that when there are no industrial wastewater discharges to thefarm p through outfan 001B, monitoring of the parameters at outfaN 001A would not be required.

'Ihus, on page li of the permit, the Division made thefollowing addition to the monitoring requirements for outfall 001A for the dischargefrom the Farm Pond:

i "Monitoringfor the above parameters is only required at outfan 001A when there are industrial wastewater discharges entering the Goosequill Ditch Stub and/or the Jay Domas Ditch via outfall 001B (orfrom any other industrial wastenter discharge sources). If, during the discharge monitoring repon period, there are i no industrial mstewater discharges entering the Goosequill Ditch Stub and/or the Jay Thomas Ditch via outfan 001B, then this should be indicated on the discharge monitoring repon. '

B. MONITORING REQUIREMENTS

Monitoring for the above parameters is only required at outfall 001A when there are industrial wastewater discharges entering the Goosequill Ditch Stub and/or the Jay Thomas Ditch via outfall 001B (or from any other industrial wastewater discharge sources). If, during the discharge monitoring report period, there are no industrial wastewater discharges entering001B, outfall the Goosequill Ditch Stub and/or the Jay Thomas Ditch via  !
