Middle South Platte River su located in the Goosequiu Ditch Stub, which then goes to Gocsequiu Ditch, which is tributary River (Goosequiu Ditch is in segment 3. Middle South Platte River subbasin); and out St. Vrain Creek (segment 3. St. Vrain Creek subbasin). Outfans 006 and 007 are internal d do not discharge directly to any surface waters. Dese two internal outfaus eventuaHy c 001A, 001B, and/or 002. See the previous renewal rationale (February 8,1993) forfunher details.-
IV, PURPOSE OF AMENDMENT:
This amendment includes a claripcation of when monitoring at outfall 001A is required. Monito1 parameters at cutfall 001A is only required 'vhen there are industrial wastewater discharges entering th i Goosequin Ditch Stub and/or the Jay nomas Ditch via outfau 001B (orfrom any other industrial wastewa discharge sources). De basisfor this change isfunher discussed in thefollowing section.
- V, DISCUSSION OF AMENDMENT: 1 i
in a telephone call and then in a subsequentfollow-up letter dated September 23,1996, Public Service Company of Colorado (PSC) submitted a request regarding a claripcationfrom the Division for when sampling at from the Farm Pondis required. l As indicated in the PSC letter of September 23,1996, the pnmary industrial wastewater discharge point t Goosequill Ditch Stub is identiped as outfall 0018. Industrial wastewater discharge to the Gooseq'uill }D .
currently includes turbine building drain (internal discharge point idennped as outfall 006), treated domestic wastewater (internal discharge point identiped as outfan 007), service water cooling tower blowdown, bypal '
water, and stormwater runoffrom the nonk and south yard drains. Wastenter dischargefrom the prestressed <
concrete reactor vessel (PCRV) and the reactor building sump have been discontinued. De combmation of wastewaterfrom the Goosequill Ditch Stub, the Jay Domas Ditch (inigation waterfrom the South Platte River), l and agricultural irrigation returnflows into the Farm Pond. Overflowfrom the Farm Pond to the South Platte '
River is idennped as outfan 001A in the PSC Fon St. Vrain wastewater discharge permit.
When the Goosequal Ditch Stub requires maintenance, allindustrial wastewater discharm from the PSC Fort St.
Vrainfacility are divened to the St. Vrain Creek, through the drainage slough (outfan OW). When outfall 00 used, only irrigation waterfrom the Jay Thomas Ditch and irrigation return pows enter thefann pond and overflow through outfan 001A.
Monitoring requirements for outfau 001A when industrial wastewater is discharged through the alternate disc path (outfan 002) were discussed between the Division and PSCin a phone call on September 18,1996. From this telephone conversation, it was concluded that when there are no industrial wastewater discharges to thefarm p through outfan 001B, monitoring of the parameters at outfaN 001A would not be required.
'Ihus, on page li of the permit, the Division made thefollowing addition to the monitoring requirements for outfall 001A for the dischargefrom the Farm Pond:
i "Monitoringfor the above parameters is only required at outfan 001A when there are industrial wastewater discharges entering the Goosequill Ditch Stub and/or the Jay Domas Ditch via outfall 001B (orfrom any other industrial wastenter discharge sources). If, during the discharge monitoring repon period, there are i no industrial mstewater discharges entering the Goosequill Ditch Stub and/or the Jay Thomas Ditch via outfan 001B, then this should be indicated on the discharge monitoring repon. B. MONITORING REQUIREMENTS
- 1. Freauency and-Samole Tvoe - Discharge Point 001A l
In order to obtain an indication of the probable compliance or non- 1 compliance with the effluent limitations specified in Section A, the permittee frequencies:shall monitor all effluent parameters at the following Effluent Parameter Measurement Frecuency g/ Samole Tvoe g/
Flow, MGD Weekly oil and Grease, mg/l 1/ Weekly Instantaneous Temperature, degrees F Weekly Visual Total Residual Chlorine, mg/l Weekly In-Situ Grab Sampling by the permittee for compliance with the monitoring requirements specified above shall be performed at outfall 001A, the overflow from the farm pond at the Parshall fiume, which is prior to entering the South Platte River, as shown in figure 3.
Monitoring for the above parameters is only required at outfall 001A when there are industrial wastewater discharges entering the Goosequill Ditch Stub and/or the Jay Thomas Ditch via outfall 001B (or from any other industrial wastewater discharge sources). If, during the discharge monitoring report period, there are no industrial wastewater discharges entering001B, outfall the Goosequill Ditch Stub and/or the Jay Thomas Ditch via !
report. then this should be indicated on the discharge monitoring See Part I.C. for Footnotes Amended 12/14/94 Effective 02/01/95 Amended DrT 1 R -100.C
