EVALUATION OF ASME SECTION XI RELIEF REQUESTS REGARDING PERFORMANCE 0F NON-DESTRUCTIVE EXAMIN/iTIONS FOR THE FIRST 120-MONTH INSERVICE l INSPECTION INTERVAL - CLINTON POWER STATION, UNIT 1 (TAC NO. M95671) l

Dear Mr. Telthorst:

By letter dated June 5, 1996 (U-602566), and supplemented by letter dated September 20, 1996 (U-602638), Illinois Power submitted nine requests for

! relief from the requirements of Section XI of the American Society of l Mechanical Engineers (ASNE) Boiler and Pressure Vessel Code, 1980 Edition

! through Winter 1981 Addenda. These relief requests are associated with the performance of non-destructive examination of welds and components for the l l first 120-month inservice inspection interval for the Clinton Power Station.

The staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory (INEL), has reviewed and evaluated the information provided. As discussed in the enclosed safety evalution, we have determined 1 that Relief Requests Nos. 4005, 4011, 4012 and 4013 are granted pursuant to 10

, CFR 50.55a(g)(6)(1); those welds that have been previously examined and I

included in Relief Request No. 4006 are granted pursuant to 10 CFR 50.55a(g)(6)(1); Relief Requests Nos. 4007 and 4008 are granted pursuant to 10 CFR 50.55a(3)(ii) as compliance with the code would result in hardship or unusual difficulty without a compensatory increase in the level of quality and safety; and Relief Request No. 4009 is granted pursuant to 10 CFR 50.55a(g)(4)(iv), provided that all related requirements are met. Relief Request No. 4010 and those welds of Relief Request No. 4006 that have not been previously examined are denied.

For the reliefs granted pursuant to 10 CFR 50.55a(g)(6)(1), we have determined that the requirements of the code are impractical and granting relief is authorized by law and will not endanger life or property or the common defense f and security.
