DIVERSE SCRAM DISCHARGE VOLUME LEVEL INSTRUMENTATION Re: Vermont Yankee Nuclear Power Station By letter dated March 6,1981 we informed you of: 1) your schedular requirements for long-term modifications of the BWR scram discharge volume,

2) the need for revised Technical Specifications prior to operation with the modified scram discharge volume, and 3) our requirement that the design include diverse instrumentation. By letters dated April 14, 1981 and January 10, 1983 you proposed alternative modifications in lieu of provision of diverse instrumentation. These modifications were completed during the plant refueling outage in 1983, and we issued Amendment No. 76 to the facility operating license on March 28, 1983 incorporating changes in the plant Technical Specifications which reflect the completed modifications.

The Safety Evaluation accompanying License Amendment No. 76 supports our conclusion that the Technical Specifications you proposed in your January 10, 1983 submittal are acceptable.

The enclosed Safety Evaluation supports our conclusion that diversification of the scram discharge volume level instrumentation is not necessary at the Vermont Yankee plant, and that the Vermont Yankee Technical Specifications as modified in License Amendment No. 76 acceptably resolve staff concerns associated with the need for scram discharge volume level instrumentation diversity.
