Attached is a letter from Rita A. Calvan, Regional Director, Region III,

. Federal Emergency Management Agency (FEMA), dated November 5,1996. The ,

letter forwards a final report of the July 23-25, August 1, and August 13-15, l 4

1996, full participation Plume and ingestion exercise at the North Anna Power '

Station. It was prepared by FEMA's Region III. This letter was incorrectly addressed to Headquarters. Under the SERF, this letter. should have been sent ,

directly to the region. We will discuss this issue with FEMA to ensure that l future distributions are correct.

No deficiencies were identified during the exercise. However, 24 Areas Requiring Corrective Action (ARCAs) were observed during the exercise. FEMA Region III will coordinate with the Commonwealth of Virginia to correct the 1

ACRAs on or before the next exercise.

Please forward a copy of the attached FEMA letter and report to the licensee and request that the licensee follow up with offsite officials on the ARCAs.

In addition, a copy of this report needs to be sent to the PDR.
