The purpose of this letter is to revise the referenced TS change request that was submitted in accordance with 10 CFR 50.90. This is a revision to the requested amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2.

The referenced change revises the appropriate specifications, surveillances, and bases to allow for the conversion from Westinghouse fuel to FCF. This revision is required to ensure that the core analysis computer code output actions are consistent with het channel factor surveillance requirements.

The revised TS pues are provided in Enclosure 1. The justification for the proposed revision is provided in Enclosure 2. The previous determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 that was provided in the referenced letter is still applicable to this revision without change. A revised page to the draft Core Operating Limits Report is contained in Enclosure 3. Portions of the referenced TS change request not affected by the aNtions provided in this revision remain valid based on the original justifications. The proposed additions in this revision are bounded by the original justifications for this fuel conversion request.

. February 7,1997 As has >een previously discussed with NRC, TVA will convert to FCF fuel assemblies l beginning with each unit's Cycle 9 core. The Unit 1 Cycle 8 refueling outage is l currently scheduled to begin in late March 1997 and receipt of the Unit 1 approved change is needed prior to this date to support the cutage. The Unit 2 Cycle 8 refueling outage is presently scheduled to begin in early October 1997.Therefore,it is requested that the implementation of each unit's TSs be required prior to start-up from each unit's respective Cycle 8 refueling outage.
