PLANT PERFORMANCE REVIEW (PPR) - QUAD CITIES STATION

Dear Mr. Kraft:

On November 8, 1996, NRC Region III management and staff completed the I semiannual Plant Performant* Review (PPR) of the Quad Cities Station. The Region conducts these rev as for all operating nuclear power plants to develop an integrated unu rstanding of safety performance. The results are used by regional management to facilitate planning and allocation of inspection resources. The PPR for the Quad Cities Station involved the participation of all Region III technical divisions as well as responsible NRR staff, in evaluatir; inspection results and safety performance information for the period from March 1996 through October 1996. The PPRs provide regional management with a current summary of licensee performance and serve as inputs to the NRC Systematic Assessment of Licensee Performance (SALP) and senior management meeting (SMM) reviews.

This letter advises you of our planned inspection effort resulting from the Quad Cities Station PPR review. The information is provided to enable appropriate consideration of the resource impact on your staff, and to permit scheduling conflicts and personnel availability issues to be resolved in advance of inspector arrival onsite. The enclosure details our inspection plan for approximately the next 6 months. The rationale or basis for each inspection outside the " Core" inspection program is provided so that you are aware of the reascn for eschasis in these program areas. Resident inspections, as well as phiodic inspections by technical specialists, may occur at any time in suppo'rt of the Core inspection program.
