REllEF REQUEST NUMBER CR-15 FOR QUA9 CITIES, UN11S 1 AND 2 (TAC NOS. M81799 AND M81800)

By letter dated September 30, 1991, as supplemented on March 12, 1992, and August 28, 1992, you requested relief (Relief Request Number CR-16) from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code) Section XI. This relief is related to the surface examination of the attachment welds between the reactor vessel and the reactor vessel stabilizer brackets.

The staff has reviewed and evaluated your request and the sue m rting information provided, and concluded that you have demonstrate that the Code required 100% surface examination of the attachment welds of the stabilizer brackets to the reactor vessel would result in a hardship or would be unusually difficult to perform. The staff also concluded that the proposed alternative examination should provide reasonable assurance of the structural integrity of the reactor vessel stabilizer brackets. Therefore, pursuant to 10 CFR 50.55a(a)(3)(ii), your request for not performing the Code examinations on 100% of the attachment welds on the stabilizer brackets .o the reactor vessel may be authorized. A copy of the staff's safety evaluation related to this relief is enclosed.
