Dear Mr. Murphy:

SUBJECT: INSPECTION REPORT NO. 50-271/92-25

This letter refers to the safety inspection conducted by Mr. A. L. Della Greca of this office

on December 14-18, 1992, at the plant site in Vernon, Vermont, Mr. Della Greca discussed

the inspection findings with Mr. D. A. Reid and other members of your staff on

December 18, 1992.

The inspection was directed toward areas important to public health and safety. The areas

examined are described in the NRC Region I Inspection Report that is enclosed with this

letter and included your corrective actions to nine previously identified issues. Within these

areas, the inspection consisted of selective examinations of procedures, representative

records, interviews with personnel, and observations by the inspector.

Corrective actions for six of the previously identified issues were found to be acceptable and

they are closed. However, corrective actions pertaining to the environmental qualification of

equipment not included in the Technical Specifications, to the surveillance of the service

water system, and to the protection of the diesel fuel oil during extremely cold temperature

were not sufficient for closure of the issues. Your attention is requested to address r ad

resolve these remaining concerns to ensure that the systems involved are capable of

performing their safety functions.
