Dear Mr. DelCeorge:

This refers to the inspection conducted by Messrs. T. Taylor, J. Shine,

Prescott, G. Hausman, and Ms. P. Lougheed of this office from November 23,

f 3 2, through January 11, 1993. This inspection included a review of

'

authorized activities for your Quad Cities Nuclear Power Station facility. At

the conclusion of the inspection, the findings were discussed with those

members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of a selective examination of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

During this inspection, certair of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice of Violation

(Notice). The first violation is of concern because it involved your failure

to provide prompt resolution of a previous violation, which in itself,

concerned the failure to adequately identify and promptly resolve a % diesel

generator logic issue.

Also during this inspection, certain other of your activities appeared to be

in violation of NRC requirements. However, as described in the enclosed

inspection report, you identified-the violation, therefore, it is not being

cited because the criteria specified in Section VII.B.2 of_10 CFR Part 2, 1

Appendix C (Enforcement Policy) were met.

Additionally, two events occurred involving the temporary cooling water to the-

instrument air system. We are concerned about your administrative controls

over balance-of-plant activities which could impact plant operations. In

addition to addressing the above violations, we request that your response

also address your planned actions to ensure adequate control over balance-of-

plant activities which could affect plant operations.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response, in your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence. In the case of the first violation,

your response should address not only how the initial concern will be

resolved, but also how you will ensure that corrective actions are promptly

taken on future issues. After reviewing your response to this Notice,

including your proposed correc.tive actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements,

in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying inspection report

are not subject to the clearance procedures of the Office of Management and

Budget as required by the Paperwork Reduction Act of 1980. PL 96-511.

We will gladly discuss any questions you have concerning this inspection.
