Docket 50./.? 05 Operating License DPR-43 Kewaunee Nuclear Power Plant Security Manual - Revision 9 In accordance with the provisions of 10 CFR 50.54(b)(4), enclosed you will find the original and three (3) copies of revision 9 to the Kewaunee Nuclear Power Plant (KNPP) Security Manual.

This Security Manual is being revised to eliminate the requirement for a Security Force Member to be posted at Containment pursuant to GL-96-02. Additional changes include: elimination of the requirement for maintaining the baton as a contingency weapon and replacing it with a handheld incapacitating agent (oc), adding the Security Director as an authorizer for the increase of visitor to escort ratio, eliminating the dual title of Superintendent - Protective Services / Security Director, redefining the Organizational Chart to show the Security Operations Supervisor as a contract position and moving responsibility for daily direction of the Security Force management personnel from the Licensee Security Supervisor to the Security Director.

A narrative description of the revisions has been included as Attachment A to this letter to aid in your review. The affected Security Manual pages have been included as Attachment B. All changes except for the figures have been highlighted with revision bars.

The attachments to this letter contain Security Safeguards Information as defined by 10 CFR 73.21, and therefore shall not be placed in the public document rooms.
