On April 4,1995, Entergy Operations submitted proposed technical specification (TS) changes (OCAN049504) which would delete the requirements for inservice inspections (ISI) of reactor coolant pump (RCP) flywheels at Arkansas Nuclear One, Unit 1 (ANO-1), and Arkansas Nuclear One, Unit 2 (ANO-2). These changes were submitted as a lead plant submittal for the Combustion Engineering Owners Group since the changes were deterTnined to be generic to all pressurized water reactors with TS requirements for ISI of RCP flywheels.
Since our initial submittal, the staff has communicated that the generic implications of the total deletion of these inspections could not be resolved prior to the next scheduled flywheel inspection (ANO-1 refueling outage 1R13). Therefore, in order to obtain relief for the next inspection, the attached change is submitted for your review and approval. This change would allow Entergy Operations to delay the surface and volumetric examinations of the flywheels for RCPs P32A, P32B, and P32C for one cycle. Because this change is more conservative than the entire deletion of all flywheel examinations proposed in our April 4,1995, submittal, the discussions and no significant hazards determination included in the original submittal remain bounding. A similar one cycle extension was granted for inspection of the ANO-2 flywheel for RCP 2P32A on September 22,1995 (2CNA099507).
Entergy Operations requests that the effective date for this proposed change be within 30 days of issuance of the amendment to allow for distribution and procedural revisions necessary to implement the change. Although this request is neither exigent nor emergency, your prompt review is requested prior to 1R13, which is scheduled to begin on September 17, 1996.
