Limerick Generating Station, Units 1 and 2 Changes to National Pollutant Discharge Elimination System Permit Gentlemen:

This letter is being submitted in accordance with the Limerick Generating Station (LGS), Units 1 and 2 Environmental Protection Plan (EPP) Section 3.2 , which stipulates that the NRC shall be notified within 30 days following the date of approval of a change to the National Pollutant Discharge Elimination System (NPDES) permit.

By letter dated May 8,1996, the Pennsylvania Department of Environmental Protection (PA DEP) approved PECO Energy Company's request to revise LGS NPDES Permit No. PA0051926 to '

permit the use of chemical additive Betz Deposi-Trol 855D in support of cleaning heat exchangers in the secondary cooling water systems at LGS, Units 1 and 2. This product was originally approved for use at LGS by the PA DEP in 1992; however, it was not included in the renewal of the LGS NPDES permit issued on January 1,1995. This product was approved as a development product (i.e., Betz DE-1579), but has been subsequently renamed to Betz Deposl-Trol 855D. There Is.og change in the chemical properties of the two (2) products. A copy of the PA DEP letter approving this change to the LGS NPDES permit is attached. The NRC was previously notified of our request to revise the NPDES permit to use Betz Deposi-Trol 855D by letter dated April 23,1996.

Dear Mr. Matty:

This is in response to your April 23,1996 letter requesting an approval to use chemical additive Betz Deposi-Trol 855D for the cleaning of the heat exchanger tubes at the Limerick Generating Station.

We have completed our review and hereby approve your request. The wastewater will continue to discharge on an average rate of 14.27 million gallons per day to the Schuylkill River through Outfall  ;

001. The approval is subject to the following conditions:

1. The approved additive and usage rate are as follows:

2. Discharges containing chemical additives to control corrosion, sealing, algae, slime, fouling, oxygen, etc., shall be managed by the permittee to ensure that toxic effects in the receiving stream are prevented. Usage rates shall be limited to the minimum amount necessary to accomplish the intended purposes of chemical addition.
3. Accurate records of usage (name of additive, quantity added, date added) of the approved chemical additive and blow down discharge volumes must be maintained and kept onsite by the permittee.

4. Sample shall be collected at the emergency spray pond discharge port prior to its flow to  ;

the Outfall 001 and analyzed daily for total iron and dissolved iron, the concentrations for these metals shall not exceed 1.5 mg/l and 0.3 mg/l respectively.

The product will be included in the NPDES permit at next permit renewal or modification.
