Control Room Modifications and Impact on Final Site Survey l

Dear Mr. Weber:

This letter describes for your information, Public Service Company of Colorado's (PSCo) j intent to modify the Fort St. Vrain control room, which will make certain final survey I locations unavailable for further review.

Final survey efforts in the control room are complete at this time. The control room was l classified as an affected area and a small section of carpet in the area to be remodeled

! was removed due to the presence of elevated activity found during characterization surveys. The final survey report for the control room has not yet been submitted for NRC review, however, and is not scheduled to be submitted until September 30,1996.

As part of a project to re-power the Fort St. Vrain facility with natural gas-fired combustion turbines and heat recovery steam generators, PSCO plans to upgrade the l control room. Part of this upgrade involves removing unused control panels and

! replacing floor tiles and carpeting. An abatement contractor has been retained to perform

! these removals, due to the presence of lead-based paint and asbestos containing material in the floor tiles and mastic. Removal activities are scheduled to begin on August 5, 1996.

PSCO plans to store the removed control panel sections on site for a period of at least 30 days, d'uring which any survey measurement locations would be available. However, flooring materials will be disposed of after removal, and will not be available.

t PSco considers that the Release Record for the control room, designated C0029, will serve as complete documentation of the acceptable radiological condition of this area.
